If there is some reason they need food outside of nursing you can give them puppy food at three weeks if they are developmentally ready. It needs to be very soft and mostly liquid. You will need to have water available for the babies in a way that they cannot drown and be ready to clean up after them, often times mom will stop cleaning once they are eating food.
