I would definitely pick up my dog. Heck, I'll pick up my dog if a person comes running at her. I am in BC Canada, and here dogs on leashes is the law. Still there are rude people who feel it doesn't apply to them. Dogs are leashed for a reason and for the safety and comfort of all. People who let their dogs run loose when not in an enclosed off leash dog park, are just inconsiderate and poor mannered, plain and simple.
