I would pick him up, just as I would a small child. Let him get used to the other dogs from the safety of your arms after you have determined they are not a threat. We don't go to the private clubs here because there are always big dogs off leash there. (Walking on streets or in parks in Cairo is not possible at all) It would only take one bite and it's hard to tell if it's aggression or just interest until they are quite close. It's just not worth the risk.
The one time we went to a club, a HUGE 6-month-old Husky puppy decided Samantha was the cutest thing he had ever seen. She was 4 years old at the time.
