She is not a parti and there's no way to say if she is a carrier of the parti gene either....unless you bred her to a full parti or if you know that one of her parents were a parti. Typically (but not always), the carriers will have white tipped feet and it is easier to see as babies and I did not see this in her puppy picture...but again, that's not 100%. As for the ticking, this is not always the case either. I have spoken with other parti breeders about this and I was told that the majority of their carriers do not have "ticking". My parti carrier, Huckleberry, does not have it and neither does Livi's carrier baby, S'mores.
A parti is a tri-colored Yorkie...like the one in my avatar. Here is the picture of Livi where you can see her coloring better.
