I had a rough time searching for a hardness when Roxy was smaller but honestly I went to Walmart and I found a hardness labeled small (toy) breed...It was like 5 buck if that. It turned out to be to small hahahhaha BUT I'm sure it will your pup being that yours in 1lb and Roxy was 2.5lbs
