Is there an overall theme to the parade...some kind of particular festival or something?

If it's harvest related, how about
"Pup-kin Time" and decorate with a fall decor, gourds, pumpkins, etc.

If it's Halloween related, how about
"Give a Dog a Bone" and decorate with skeletons

If it's sports related, how about
"Powder Pup Football" and decorate with football stuff and pink colors

If its name is really Poochie Parade, why not
"Smoochie Poochie" and decorate with lips and a celebrity look, etc. (Make-up and lipstick, etc.)
