in a pack there is always an alpha female; since samantha is older she thinks she's the alpha;however since tootsie is unspayed she feels that she should be the alpha; thus they will fight over it; if tootsie is left unspayed it could get worst; also it's best to spay her for her own health; unspayed femaled, if not planed to carry babies then will develop uterian and overian cancer
