You had better put something around the fence. I'd be sure that it was high enough that he couldn't climb over it, too. Chain link is sturdier than chickenwire and can be cut down to a height that would be acceptable to the eye and safe for Jagger, too. I'm afraid if you don't put something up that you will lose him one way or the other. The risk just isn't worth it.
