Kalina did that with her littlest puppy. She kept taking it out of the whelping box and putting it in one of the dog beds. I kept taking the puppy and putting it back in with the others. She nursed a little bit but passed on day 3. She was only a little over an ounce. I'm not saying this is what is happening in your case - just my own personal experience.
