Yes, definitely get some chicken wire or something to keep your little guy from getting through the fence whenever he wants. They can get into too much trouble too fast unsupervised.

As for manners, I had the same problem with Eddie before I took him to obedience school. They helped me teach him to sit, stay and come, and it made a world of difference. Coming to you should be the funnest thing your Yorkie can do. To do that, get him to sit and stay, then come at your command. Always offer his favorite treat and always get excited and make it fun. I was skeptical, but it works. Check out this video for proof.
