I would consult a Vet. I do know there is a name for this gentic problem, can't think of it now. Unfortunately he needs to be neutered.
The undescending testicles are known to cause cancer.
As far as surgery, my Vet told me it would be the same as neutering the dog.

Sorry to tell you this, I was informed this pass Sept. that one of the pups I sold last year has 1 non-descending testicle. My friend who I sold him to, told me all about what I wrote above.
I called my Vet to confirm this, and it's a hereditary genetic defect.
Infact all suggestions is your dogs parents are suppose to be neutered and spayed. All indications are that the gene came from them.
As far as price, not sure. He should be neutered, the gene can be passed down and you surely don't want that. I personally would take care of this before I sell him, just incase.
