The puppy's breeder should allow you to take the puppy to a vet for a complete checkup. Most breeders encourage this be done within the first 48 hours. Brown flakes could be flea dirt. Are fleas in problem in your area? If not then it is probably just dander. Are the pups being raised in their home or in a kennel environment?
