Did you see any sores or hair loss? DId you by chance look at the skin on the pups belly? I wonder what wash the vet prescribes for it. Maybe the weather there is different and fungal infections or something are common there? I don't know if i would be concerned or not, I guess it depends on what exactly it is. Does the breeder offer a guarentee? I have only had normal dandruff with my litters when I start brushing them and they are too small to bathe. In this instance the flakes are very small, white, and just seem to settle on their hair. If their bedding is something which the color could rub off (newspaper for one) this could certainly make the flakes darker. I hope it is just a little bit of normal puppy dander
