Something that just came to my mind is that Lex was pi pad trained from her breeder, so I think it was not urgent for her to learn to smack the bell, she probably figured, if I can't wait for Jazz to ring the bell I'll go on the pad, I've always had a pad out for her even now when she knows how to ring the bell.
Lex's breeder started the puppies on pads since they could walk, I think it is so important for their den to be clean, it seems to help with the potty training. Just my observation.
