Personally, I see many more issues of dogs having house training issues who use pee pads. I've never heard of this many dogs not being housebroken until joining this site, lol. I know Yorkies are notoriously hard to house break and even if you out door train them, they may have accidents. But I think if you're able to let them out into a grassy yard area, it's a lot easier and let's them know NO pee in the house at ALL.

Jackson is 100% outdoor trained (never used pee pads) and he has been allowed free roam in the house since 5 months old. He's now 10 months old. He WILL still have an accident occasionally but it's very rare - I'd say it's down to once a month, if that. He never goes pee/poop when I'm not home though which is the funny thing. He's totally trustworthy when he's home alone, it's when I'm home he has accidents. But he goes and waits by the door and barks when he has to go. The last accident he had with about 2 weeks ago and he pooped upstairs, it was totally my fault. I knew he hadn't been to the bathroom yet but I allowed him upstairs with me anyways and I ignored his signs and he went on the floor. My fault. But anyways, my point - if you can, I'd try outdoor training so they know peeing/pooping inside is not good in general. Dogs confuse pads with rugs and it just becomes a mess.
