I can see a couple ways to work with this:

- Do you reward him for good potties? If you do, don't reward for these. He will try to figure out how to get the treat. You will be "shaping" his potty behavior.

- Are you still watching him potty? If so, just move him onto the pad, and then praise him.

You are going to have to catch him in the act one way or the other to correct it. If you find it after the fact, there's no good way to communicate to him what he did wrong.
