I agree. I travel with an emotional support yorkie and they are always speaking or arguing loud enough or other passengers to hear it all. It is very uncomfortable. They need some training as you said. Just two days ago I was denied boarding because the gate agent and her supervisor didn't like my letter(have been using it monthly since 11/08 without an issue). The basically accused me of printing letter on the computer. I then had to go see my dr who was quite annoyed with the way they treated and then get to an airport 60 miles away. Needless to say I trembled and had attacks for a day and a hlaf before I calmed down enough to write a letter of complaint to the airline!!! Their answer should be interesting.
