Yep, sounds like a doggie-door would help.
Alternately, you might try shutting her out for a bit longer than she wants - that might make her think twice about asking to go out.
Sometimes, I leave the backdoor propped open so that Joey can go in-and-out at will. In some ways, his wanting to be outside pleases me - he is after all, a dog enjoying doing doggie things. Also, when he's outside, he's not getting into trouble inside!
