Yes, biting/licking paws is often a sign of allergies. Did this start w/ a food change? Did it start when pollen got bad this season? Do they itch, and where? When did weepy eyes start? What are you feeding.
Do you have just the 2 dogs? If just the 2 and both are itching and at their paws...then I wonder too if they are passing something btwn them.
Food allergies are least common - it's more often seasonal/environmental.
