I truly doubt she is in heat this soon after whelping. It really sounds like a UTI to me. Sometimes UTI's will cause a male to act like a female is in heat. I would take your female to the vet for a checkup. It would be highly unlikely that she is in heat this soon and if it's an infection she will need antibiotics.
