In my experience, not at all. A timid little doggie, with the proper socialization and exposure to lots of different situations, will easily become extroverted. An extroverted puppy can also become timid and afraid without the socialization and exposure to the varied situations. IMO, I haven't seen any way to tell what the adult personality will be like, however, I do believe a lot of their personality is formed by their mom!
