my dog has that too; yorkies are predisposed to this; however surgery can be more dangerous; you can limit excersice; no running just walking; use a harness not a leash ;you dont want to put anything around the neck. my dog used to cough for almost one year and we diddnt know why; but now it happens once in a while when she gets too exited or runs. don't worry it should be okay
