A way to tell if the coat will be cottony or silky is to see how a camera flash shines back at you (or a flashlight work, too). If the eye shine is green, their coat is silky. If it's golden then the coat is cottony.
Tobie sounds like a silky if he's shiny and has a bluish tint to his body. He may just be growing into it still. But then there's also the modified coat...
You'll have to do a search for info on that one. I'm not too sure how to identify that.
