I guess my question is... once a dog has been trained to use a pad until almost 10 months old, is it possible to break them of going inside the house? Can they be trained to go OUTSIDE only?
I'm hoping that someone can relate to my situation and that there is still hope. I reeally don't won't to bring the pad back inside.

Of course you can train him again, but it will take time and patience, just like training the first time around.
Some puppies don't even get the hang of their
first round of potty training before a year, and yours is already on his way to learning two!!
To me it sounds like things are going great!
If he's having accidents, I suggest doing what you can to reduce his having the chance to make a mistake. Meaning - take him out every hour or so, or start a potty log so you can see if you are missing a regular "potty time" for him, try to leash him to you while he's out in the house or try the crate training method for a few weeks until he's really got it down.
I would clean up his past accidents in the house with an enzyme cleaner, take up any rugs he's taken a fondness for, keep him away from areas of the house he seems to prefer for his accidents, and then go from there.
