Try making a sharp noise, so that he looks at you and then give him the command stay when someone walks by. (does he know this command?) And then reward him with a treat if he stays. Have people walk by (with him on his leash) several times in front of you. Tell him to stay, if he stays give him a treat, if he doesn't and goes crazy, Tell him No! And give him the command again. Good luck and I hoped that helped somewhat. I also got this from Victoria Stilwells show "it's me or the dog" I learned so much from her.
