So basically, his eyes were excessively watery from when he was a very young pup (ie, 12 weeks or so?)? Allergies aren't really present in young pups yet bc of the maternal antibodies they still have on board; they usually can start at about 1 year of age, earliest. So, if he's had watery eyes since that young - and you truly think it's excessive, then I lean toward thinking it could be structural (ducts, or what I mentioned w/ Kalina82) or from teething.

Also, what are you using for shampoo and how often bathing?
