I never use collars on small dogs. I use step-in harness only for them. Their little necks are too delicate. It sounds like he may end up a bit over 6 lbs. I bet he is a doll! On the potty training, have you tried to wipe up some of his mess with the pad so it smells like urine to him? If he likes it for a bed I would try a different brand that has a different feel to it. Also look at the feel of the bed, perhaps go for something a bit fuzzy or fluffy that he likes better than the pad.
