I'd like to thank you first of all, and the second her mother even smaller then her and she is having puppies regularly. Her earrings loops are safe, doctor did it. she is having it for 2 years now.

You're right -- not really much more can be done. You tried to educate her, but she is not receptive. She has not suffered a loss and feels invincible at this point. Unfortunately, her little girl will be the one to carry the burden and pay the price.
I doubt any animal s advocates would hit a stone wall to as laws do not protect against breeding too small. The piecings would probably be viewed as less invasive than tail cropping so doubt they would do anything about that either. What seems like cruelty to many of us, just is not protected against by the law. I am usually not one for more laws but common sense just does not seem to be doing the trick any more.
