Stella did that too, I think it was out of boredom and "rebelling" when I left her alone for longer than she liked or for multiple short periods a day. I'm pretty sure she also liked the crunchy sound the pad made when she tore at it. So, I got her a toy that made similar sounds when she played with it, and I started putting the wee wee pad attractant on the pad when it was clean and then she left it alone.

I think since it already smells like she pottied there she didn't want to touch it. The stuff does stink a bit, but if you just use one or two drops it's not terribly noticeable. And, I only had to do that a few times before she left it alone completely.
