I use two sets of hemostats. I put both on, then cut between them with scissors. I leave them on the cord, one to hopefully keep the placenta from slipping back up into mom and the other to completely crush the cord so it doesn't bleed. After a few minutes I remove the one attached to the puppy and after the placenta is delivered I have a handy dandy way to pick it all up and dispose of it.
