My 15 week old puppy can be very hyper too. What has been working for me is a stern no and then ignoring her. The nipping at your fingers is her way of telling you she wants to play (thats how they get their littermates to play with them). When Dolly wants to play she has to sit before I will play with her...if she bites I do not play with her. She is learning that biting does not get her play time and having her sit before we play helps to get her in a bit of a clamer state.
