My tiny poodle who loves to dig gets that way when she has dirt in her eyes. I gently pull the skin down and look at the eyeball, I also check the top. If I find dirt I rinse it out with water. She of course does not appreciate my efforts, and is quick to go back to digging to get more dirt in.
