Sounds like a rough terrier coat to me. It is hard to tell exactly what she has since we do not have photos and only going by what you are telling us. But since you said the father does not have a good coat either - short hair, and your pup's hair is shorter than normal - then chances are she could have short hair as an adult. Even if she does grow a nice coat - she could pass on this gene to her pups. I do not think any ethical breeder would want to do this. Take a look at the yorkie standard and see that there is a lot weighing in on their coat quality.

Here are some photos of some of my past pups and you can compare their coats to your girl, I think most of them are about 8 weeks old.
