Yes! She can most definetly pass that short hair gene on to her pups.
Sounds like your breeder did not know what she was doing or could care less since she breed knowing that the male did not have correct quality of hair based on what you said. Also you bought the pup at 8 weeks - way too young to purchase a yorkie pup, especially if you are thinking of breeding. And if the breeder gave you full registration on an 8 week old pup - another reason not to breed her. Your breeder sounds like she was just breeding pups. I do not know your breeder, only from what you stated, but seems like she was not trying to breed good quality and I do not think you want to pass what she could produce on. It is best that if you are going to breed to get the best quality you can. Please do not take this wrong and do not mean to be harsh, but you asked and with breeding it is very serious and one must be responsible for what they produce.
