Oh how I really wish I could tell you exactly what it is. I know this is driving yr baby miserable. Bella is two now, but when she was around 1 yr, she was biting terribly. The hair on her hind legs was very thin, I guess from her biting. These are the things I did & thank goodness today she is her normal self with thick hair & can rest peacefully. She is now on Comfortis pill for fleas & I changed her diet alternating between Wellness small breed & Natural Balance small bites. Don't give up! I really didn't notice dryness/flaking skin with her. Also you may want to use a shampoo with oatmeal to help her skin & definitely follow with a great conditioner. Rinse really well. Hope yr baby is feeling much better soon!
