He's not neutered???!!! Well that's almost good news bc if you just get him neutered, you may see a whole different dog when his hormones normalize. As an un-altered dog right now, he's smelling things from miles away and his instincts are probably turned up - and this is probably very frustrating for him.
Another thought is, ask your vet for valium. Calm the dog w/ medications for a while - in the meantime getting him neutered.
Since they were sold as a pair, I'd exhaust all possible solutions before disrupting their lives further.
