I would just expose him to different people and different dogs. Take him on alot of walks so hes exposed to different situations. Now saying that I have a female that will cower and we have never even spoke harshly to her. She is also a nervous dog so I think that is alot of it. Anyway I have did all that with her and she does seem somewhat better although she is still a nervous dog. I got her when she was 8 wweeks so it might be because she was taken from her mom too young
