When they squirm and you let go they win the battle and will only do it more the next time. Put him up on the table and have someone else hold him. Grab a foot and start trimming a little bit at a time. if he starts throwing a fit keep holding onto that leg and tell him no. once he calms down and stops pulling away you can put his foot down and give him a treat. Then pick up the foot and have at it again.
