I'm not sure when he'll be ready to signal you he has to go potty but I hope he figures it out for your sake and sanity! lol As far as the sweater goes.. lol totally normal.. Harley just lays down and stares up @ me like I'm the worst mommy in the whole wide world. Some clothes bother him more than others. I just bought him some pj's that attach behind his back legs and it took him a while to get used to them. I wouldn't worry!
