I agree, it's time to break out his crate and start from scratch.

Do you take him over to sniff where the other dogs are peeing? Usually the scent will prompt him to go. You can also blot a pad with whatever dog pee is available . That usually prompts more interest in the pad.

Make sure you clean up his accidents with Nature's Miracle so he isn't confused by lingering scent marks.
