I do not have any experience with that part of the world, however will relay my research relative to an upcoming EU trip. There are apparently requirements for entry into the foreign country as well as reentry requirements to get back into the United States
From my research thus far, getting in the EU:
1) 15 digit microchip (be careful because some US chip providers only give the 9-digit one)
2) Vet certificate on health (within a certain timeframe prior to trip)
3) Current rabies certificate (showing vaccine within a certain timeframe prior to trip)
USA Re-entry requires 2 and 3 above
My understanding is quarantine only occurs if the requirements are not properly met.
Again, I am just beginning my research so I may not have things entirely accurate. It is also likely your destination countries will have different requirements. Hopefully you hear from the consulate.
You may also want to check with your airline regarding time out of the carrier for feeding, potty, etc. It may also vary based on what class of travel you are using (first, business, coach).
