The second half of the first year puppies go through a "teenage" stage, like puppy puberty. You can expect rebellion, selective listening, regression in housebreaking, etc. Having two puppies the same age is double the trouble as they pick up bad habits from one another just like human children.

You will have to work really, really hard on obedience and training them individually during this period. Separate groups for basic puppy kindergarten is a good idea.

Have they both been spayed and neutered? Raging hormones will only make your job harder.
