Is it a cough which ends with a hack?
Personally I think he may have kennel cough and it's nothing related to the Frebreeze. Although a fever indicates an infection of some type...it's possible for KC to progress to pneumonia.
To help with congestion you can use a warm mist vaporizer with Vick's in it...or take him into a steam filled bathroom.
