My Piper did the same thing. We also lived in an apartment and we never put her on a leash since she was born. I figured she would be like her mom who never runs off even if there are people or dogs. Once piper turned about 4-5 months she started running off after people and would run across the road. it wasnt very busy but mad me nervous. At 6 months she got pup-napped/lost and we couldnt find her for 3 days. Ever since we got her back she has never run off to someone. I still keep her on a leash now because I do not trust some people. The other day when I was walking my girls some jerk had his 3 dogs off leash. A chow mix, a mix breed, and a pit. the only dog on a leash was the pit and the chow mix looked like he was going to attack my girls. I will not take them off leash because of other people.
