Default Yorkie is too rough with new puppy :(

My 16 month old female yorkie , who weighs around 9 Lbs or so plays way too rough with our 12 week old Shih tzu. I am very scared that Suzi is going to hurt the puppy. I am always right there supervising them, and have had to separate them. Suzi has tried to grab for the neck, and front legs of the puppy , however, she can't get her, because the pup is a fur. The pup rolls around all over the floor too, making it impossible for Suzi . And Miley never has squealed or been hurt , so I do not know if this is just play , rough house, or if Suzi is being agressive or not? She IMO, is being too rough . I stop the play, before anything serious occurs. Miely, is much younger, and smaller , and I will not, allow agressive, play or encourage it between my dogs.
The puppy will no doubt be the one to be hurt. Yorkie's are not known to hurt other , smaller dogs though? they are normally fine together. They just play very rough together, and I may be just overreacting?
When we leave, I will and do keep them separated.
