Is she young? It takes a few months to establish a routine. Once they learn they don't get to come inside (or get breakfast) until they are *completely* empty
they do it pretty quick. All I have to do is step outside and point and they are like "seriously?? FINE!" and run back out and poop for me
Loki even does it when he is bored waiting for his sis to take her sweet time outside - he's very efficient.
