We trained Bailey to potty outside. But while at work, we kept her in an ex-pen with pee pads. Yup, if we were gone more than 4-6 hrs, she chewed 'em up. I quickly decided that there were no rules in the ex-pen and just cleaned it up daily. As soon as her little bladder could hold it all day, she lost interest in the pee pads.

So, the short story - the pup ought to grow out of it?
