Yes it is totally possible and highly likely.
Just start by ringing the bell each time you take her out. Then use a key word, I use "potty". After you do this for a couple weeks, take her paw and touch the bell, treat her, then take her out, and treat again after she goes. Do this every time you take her out.
It is a process, but if you are very consistent, and patient and encouraging, she will get it
My Yorkie was trained to pads first, then I also trained her to outside and to use a bell to go outside. She took it upon herself to ring the bell to let my other older dogs outside and to let me know when they are at the door wanting to come back inside. It is really amazing. Yorkies are highly intelligent.
