Get one of these. It's a Premium Pad Training Tray. It will lock down the edges of the pee pad and keep your floor/carpet from getting damp. In fact. I can actually fit towels in there securely so I'm thinking of switching it out so I don't have to spend so much on Pee pads anymore. =)
