Absolutely she is teething
But the biting part is something you'll have to deal with
Give her lots of chew toys for her to chew on
But you need to make it known that you are NOT one of her toys
When you play with a puppy and they get rough and bite
Do not scold and continue to play
They think then that it's OK to bite
and your scolding is like the sound of a squeaky toy
You say NO! or OW! and get up and go away
and just leave ... don't hand her a chewy or a toy
then you are rewarding her for biting you
